Dave continually raises the bar in protests against inane laws. He began with presenting a puppet show for a fee, without a license. This is illegal. He alerts the cops and media ahead of time, telling them he will be breaking their laws. They then have a choice to arrest him for a victimless "crime" or to selectively enforce their laws, which reveals the arbitrariness of the laws and the corruption of the system (they only enforce laws when it's convenient for them). With each additional "outlaw puppeteer" protest, Dave disobeyed another inane law, such as placing something other than milk into a milk carton.
